Chinese government is not only\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/all\/secret-chinese-documents-reveal-inner-workings-muslim-detention-camps-n1089941\" target=\"_blank\" rel=\"noopener\">mistreating Uyghurs within China&#8217;s borders<\/a>, it is hunting them down abroad \u2014 with help from countries like Saudi Arabia, Egypt and the United Arab Emirates \u2014 to clamp down on criticism of Beijing\u2019s repression of Muslim minorities.<\/p>\n<p class=\"\">The\u00a0scale of the Chinese Ministry of State Security\u2019s efforts to harass, detain and extradite Uyghurs from around the world,\u00a0and the cooperation it is getting from governments in the Middle East and North Africa,\u00a0is described in unprecedented detail in a new report,\u00a0<a href=\"https:\/\/www.wilsoncenter.org\/book\/great-wall-steel\" target=\"_blank\" rel=\"noopener\">\u201cGreat Wall of Steel,\u201d<\/a>\u00a0by the Woodrow Wilson Center\u2019s Kissinger Institute on China and the United States.<\/p>\n<div id=\"taboolaReadMoreBelow\"><\/div>\n<p class=\"\">More than\u00a05,500 Uyghurs outside of China have been targeted by Beijing, hit with cyberattacks and threats to family members who remain in China, and more than\u00a01,500\u00a0Uyghurs have been detained or forced to return to China\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/world\/new-details-torture-cover-ups-china-s-internment-camps-revealed-n1270014\" target=\"_blank\" rel=\"noopener\">to face\u00a0imprisonment and torture<\/a>\u00a0in police custody, according to the report.<\/p>\n<p class=\"\">\u201cIt is the first major study to place the Xinjiang humanitarian\u00a0crisis in a global context, showing the international dimension of Beijing\u2019s campaign to suppress the Uyghurs,\u201d said the report\u2019s author, Bradley Jardine, a Schwartzman fellow at\u00a0the Wilson Center\u00a0and director of research at the\u00a0Oxus Society for Central Asian Affairs.<\/p>\n<p class=\"\">The forced repatriations to China are ongoing.<\/p>\n<p class=\"\">On April 13, Saudi Arabia deported a Uyghur woman and her 13-year-old daughter to China, where they risk being detained in\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/world\/million-muslims-are-held-detention-camps-china-now-portrays-humane-n922041\" target=\"_blank\" rel=\"noopener\">the vast web of \u201cre-education camps\u201d in western China\u2019s Xinjiang Province<\/a>. The girl\u2019s father and another Uyghur, a Muslim scholar, continue to be detained in the kingdom. It is unclear if any of them were formally charged.<\/p>\n<p class=\"\">Anthropologist Adrian Zenz, who has studied and documented Beijing\u2019s systematic repression of Uyghurs, says Beijing is using economic might and gifts of infrastructure projects \u2014 its global\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Belt_and_Road_Initiative\">Belt and Road<\/a>\u00a0initiative \u2014 to pressure countries, including those with majority Muslim populations that might be sympathetic to the Uyghurs\u2019 plight.<\/p>\n<p class=\"\">\u201cThe Chinese are quite scared of what Muslim populations think of their treatment of the Uyghurs and have exerted particular effort in influencing government and popular opinion in those countries,\u201d said Zenz, who is a senior fellow\u00a0in\u00a0China studies\u00a0at the\u00a0Victims of Communism Memorial Foundation, a\u00a0nonprofit based in Washington.<\/p>\n<h2 class=\"\"><strong>Camps for Uyghurs<\/strong><\/h2>\n<p class=\"\">Chinese authorities in Xinjiang began rounding up women and men in 2017 \u2014 largely Muslims from the Uyghur, Kazakh and Kyrgyz ethnic minorities \u2014 and\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/world\/inside-chinese-camps-thought-detain-million-muslim-uighurs-n1062321\" target=\"_blank\" rel=\"noopener\">detaining them in camps<\/a>\u00a0designed to rid them of terrorist or extremist leanings.<\/p>\n<\/div>\n<\/div>\n<div class=\"article-body--right-rail-container\">\n<div class=\"article-body__right-rail layout-grid-item grid-col-4_5-l grid-col-3_5-xl grid-col-push-half-xl HFSBumped\">\n<div class=\"pkg taboola styles_taboola__xgzXI dn-print\" data-packageid=\"rcna24987\">\n<div id=\"taboola-right-rail-thumbnails-rcna24987\" class=\" trc_related_container trc_spotlight_widget trc_elastic trc_elastic_thumbnails-rr \" data-placement-name=\"Right Rail Thumbnails - Beijing says these \u201cre-education camps\u201d provide vocational training and are necessary to fight extremism. The Chinese Embassy in Washington did not respond to a request for comment on this article.<\/p>\n<p class=\"\">According to the report, what scholars call\u00a0\u201ctransnational repression,\u201d ranging from online harassment to detention and extradition, has taken place in 44 countries, and Uyghurs have been threatened and intimidated in United States, Japan and across the European Union.\u00a0More than 1,500 detentions and forced returns to China have occurred since 1997,\u00a0more than 1,300 of them since 2014.<\/p>\n<p class=\"\">The report breaks down the repression into three distinct stages. From 1997 to 2007, 89 Uyghurs were detained or deported by\u00a0local security services primarily in South and Central Asia. In the second phase, from 2008 to 2013, 126 Uyghurs were targeted primarily in Southeast Asia. And in the ongoing third phase, from 2014 to present, 1,364 Uyghurs have been detained, extradited or rendered from 18 countries concentrated in the Middle East and North Africa.<\/p>\n<p class=\"\">The report is based on a database built by Jardine in partnership with\u00a0the Uyghur Human Rights Project and the Oxus Society for Central Asian Affairs called\u00a0&#8220;China\u2019s Transnational Repression of Uyghurs Dataset.&#8221; Researchers culled news reports and government documents and conducted interviews with Uyghurs to compile the comprehensive list of documented instances of persecution outside of China.
